When a government hires a contractor, they are dealing with a third party, thus, the need for the written contract to mutually bind their free agency for the business at hand. When the Federal government hires an American, they are hiring a free person, not someone in uniform; a patriot, but a person who literally minds their own business.

The overclassification of data and deep inspection of every company's processes at great expense, while an attempt at security in unprecedented times, undermines the very concept of hiring a third party. It's like the pandemic: the Federal government did its best to mimic China..because of unprecedented times. Funny how we are becoming the thing we are arming against.

Worried about CUI? Then don't hire a contractor. CUI shouldn't even be a thing: only secrets, and very few of those too in a democratic republic. But they can't seem to help themselves. I can't help having an opinion on the subject.
